Translation: the collapsing Macron administration is panicking because power is slipping away, the French electorate is infuriated at their heartless neoliberal policies and they've erroneously invested billions in the Ukraine debacle, to which they refuse to fess up. So, instead of changing their policies, moderating their stances and trying to negotiate a solution with Russia, they're trying to spread panic among the population so that the 2024 European elections won't go against the interests of Brussels, and they will have an excuse to increase censorship and repression before the 2027 Presidential election.
As for Jean-Noël Barrot, all I can say is 'much ado about nothing'.

Clinton took Ukraine's nukes away, guaranteeing it they'd be safe without them. And now you them want to "negotiate a solution with Russia" (read: give some of their territory away)?
