They have arrested, charged and sentenced many of the grunts but so far no arrest of the Willard Hotel crew that organized and operated the coup attempt.
We know who did it. Why no arrests? Don’t the grunts want the leadership to go down too? They abandoned them.

They always go for the low-hanging fruit first (the grunts) and get as much information from them as possible (with plea-deals and lighter sentencing) so that way, they can eventually climb to the very top of the apple tree (Trump) armed with enough evidence to arrest and convict. It's very methodical and well-thought out. I would say the Willard Hotel Crew is in the middle of the tree - and that is where they will be climbing to next (and finally get to Trump after that).
