This is prompted by the threads on Hunter Moore and his sentence of being banned from social media. Can that actually be monitored?

Individual sites can ban people, certainly. But there's no way to ban someone from every platform out there.

Legally whoever owns the social media can ban anyone they like. They don't even have to give a reason.

I don't see how OP. You mean from getting on the internet at all, like banned from even being able to access it? I wouldn't be surprised if they tried in the future. Hell would rain down if they did.

My guess is only "Anonymous" can truly keep someone off of all social media. They've done it in the past.
