There are around 55 members of Congress who announced they aren't running for reelection and a few like Cawthorn and Cheney who have lost their primaries, so there are multiple people it could be.

R15, there are plenty of politicians who will not be in office in the next term. Kinsinger, Cawthorn, Meijer, etc.

Kinsinger has a bright future. Meijer is part of a multi-billion dollar retail dynasty. Cawthorn is hundreds of thousands $ beyond broke.
