In olden gay times, like when Fry was in his youth, bottoms were referred to as the "passive" while the top was referred to as the "active." It also sort of connotated "passive" as more of a fem type with "active" being more masc.

It has some connection to ancient Greece terminology (see: Eromenos) and their homo relationships. In Fry's day it was short for "greek passive" / "greek active."
