I watched the crash video at R86 a few times, and it that intersection light had stayed green just a few seconds more, the intersection would have been empty and she likely would not have hit anyone.

She is probably being kept at the large downtown facility. They have an entire mental health floor, including a small mini-hospital (I did a rotation there as a UCLA psych resident).
