Why did it take so long for Debbie Harry to become famous?

And when did she first become famous?

I'm not sure how you define "so long" but she was quite famous from the latter part of the 1970s on. Heart of Glass came out in the late 70s and was a huge hit. Prior to her singing career, she was a model and even a Playmate. In the 1970s Playmates we're considered a big deal.

OP is asking a sensible question. Debbie may be the coolest rock chick ever, was a great songwriter and was stunningly beautiful. But she spent her entire 20s in obscurity.

It was Miss Soft Crab that put her on the road to stardom.

Debbie spent the 70s on drugs and only peripherally focused on a "career". When the band got signed in '76, there was more focus, but also more drugs. The drugs eclipsed everything and the band imploded in '82. Debbie remained a complete mess and no record company would touch her. She cleaned up by '86, but she basically started from scratch. She lived very modest years until the Blondie reunion in 1999. Since then, the money has been rolling in.

R13 Just as I said: They had something good from '76-'82. If not for the drugs they would have been even more successful. Because of the drugs they did not even tour from '80 to '82 (at the height of their fame no less), and lost ground they were never able to re-coup. Their final tour in '82 was a disaster, needing Duran Duran added to the bill to sell tickets, and it was cancelled before it was scheduled to end. Yes, Chris was sick but also very strung out prior to and through his illness which helped to further their demise.

While it would be unfair to compare Mad Madge and Dippy Debbie

The main reason Madge had to "reinvent" herself is because every "creation" burned a lot of bridges.... It made her successful but there were a lot of bodies left in her wake.

Debs was a social butterfly, in fact some might suggest she was less performer than a personality, a guttersnipe socialite that infilitrated the elite; Rock's version of Cinderella still capable of slumming with the plebs. . .they liked her when she was at the top and when she could no longer scale the charts. She was everywhere and yet not making herself the center of attention yet a fixture desired in the scene all the same. . .she was someone people wanted around and wanted be around. sometimes, to her detriment.
