Woman Defrauded NYC Out of Millions
Frau cunt ran a homeless shelter/ support service in NYC, but pilfered over $2 million for herself and hired/ overpaid her relatives as staff. Bitch went on shopping sprees buying designer goods, cars, trips, housing among other things. Her non-profit is just one of the 15% of NYC non-profits providing homeless services that are/ were under investigation for fraud.
DL’ers, what should happen to this woman? Apparently her lawyer says that SHE didn’t plead guilty, only her non-profit did so. I think aside from paying back the loot that she’d stolen from homeless population she pretended to serve, she should be made to live at one of those shelters for a year.

A shelter operator admitted using money from the city to cover personal expenses, including shopping sprees at Neiman Marcus and Manolo Blahnik. By Andy Newman Nov. 23, 2021 During the mid-2010s, New York City paid a nonprofit in the Bronx more than $10 million to house, feed and provide social services to families at a 100-room homeless shelter.
According to the nonprofit’s executive director, Ethel Denise Perry, here is where much of the money went: Her gym membership. Her car payments. Shopping sprees at Bergdorf Goodman, Bloomingdale’s, Ferragamo, Neiman Marcus, Manolo Blahnik, Tiffany’s and other luxury retailers. Her brother and nephew, whom she put on the payroll of the nonprofit, Millennium Care.
All together, Ms. Perry, 66, admitted using money the city paid Millennium Care to cover over $1 million in personal credit card bills, according to a plea agreement with the state attorney general’s office she signed on Friday. She took $2,394,169 from Millennium Care beyond her official salary.
Even after the attorney general’s office came after her for failing to file taxes three years in a row, she kept defrauding the authorities, belatedly reporting, for instance, $31,358 in income for 2015 when Millennium Care actually paid her over $700,000, according to the agreement.

Cont. Ms. Perry was able to use the nonprofit as her personal piggy bank in part because it had no board of directors, failed to file required financial reports with the state and the I.R.S., and, according to the plea agreement, “carried out its business in a persistently illegal manner.”
And so Ms. Perry, who owns two houses in the Bronx and also runs a dance studio, becomes the latest city homeless shelter operator found to have committed fiscal wrongdoing.
In the plea bargain, reached in State Supreme Court in Manhattan, Ms. Perry pleaded guilty to tax fraud and Millennium Care pleaded guilty to grand larceny. Ms. Perry was sentenced to five years’ probation and must pay $1.1 million in taxes and penalties. Millennium Care will pay a fine of $2,394,169 — the exact amount that Ms. Perry overpaid herself — and will be dissolved. -end

Shit like this happens all the time.
Yes, many non-profits do very good work, but a good number are nothing but personal piggy banks for founders, staff and others.
There are scores if not hundreds of not for profits, charities, etc... that are very top heavy in compensation and other expenses that very little of funds raised or donated go towards stated mission.

It isn't New York per se, but the law.
It was the nonprofit, Millennium Care, Inc, who was charged with larceny (among other charges) because money was sent to that organization. Ms. Perry simply paid herself rather generously using those funds for various purposes. Since the money was paid out to her in compensation but not fully reported on taxes, that is evasion for which she was charged and plead guilty.
"At the same time, Perry evaded her tax liabilities and understated her income by hundreds of thousands of dollars, according to the attorney general’s office. She must pay $1.1 million that she owes to New York City and state taxes, penalties, and interest during a five-year probation period. The plea deal also bans Perry from nonprofit service."
This isn't over for Ms. Perry et al, they've still got to deal with IRS on that unreported (stolen if you will) income that most certainly was taxable on federal level.
