Even otherwise intelligent people just can't seem to figure it out. When they see an advert on TV for a service where the advertiser is touting you'll get "up to" so much, and people automatically think that's a guarantee they're going to get exactly the maximum the advertiser said. Are people so brain stunted these days they can't figure out that "up to" means they might get any amount from nothing up to whatever the maximum stated?
I've just had it with people who clearly have the intelligence to know better, but don't.
