Calling for help means calling the police, and based on the things we've seen over the last several years, there would be no guarantee that the police wouldn't mishandle the situation or turn deadly force on anyone and everyone on that train car. A black man trying to be a Good Samaritan could be arrested as an accomplice. The police have proven they'll shoot to kill without serious considerations.

A car full of people probably figured it was in their best interests to get evidence and stay the fuck out of it. It sounds horrifying, but I kinda get it.

surveillance video shows at least 10 people getting out their phones and recording. And it shows her repeatedly struggling to get away. Even if you believe that people did not call 911 because the police are so dangerous and racist at all of them would've been in danger of being shot (I don't believe that's true) then what stopped them from intervening physical? It was obvious the train had multiple other passengers and no one decided to shove him off of her? Two people didn't get together to pry him away and stand between the victim and him? I think an under-examined aspect of peoples' reticency to get involved is that no one want to deal with going 'viral' or put into a situation where they either become the hero or villain of the nation for 48 hours and have that impact their employment or mental health. Nobody is defunding the police. That's just bullshit propaganda language attached by Republicans to the effort to redistribute funds. Have mental health professionals and social work professionals under the supervision of the Human Services departments, instead of taking orders from the police. That experiment of putting the police in charge has clearly failed.

Give the mental health and social work professionals the autonomy from the police that they need to do their jobs. Those are the funds at issue. Those are the funds that would be removed, along with the services, and reapplied in a more appropriate way.

Police say that as many as 10 bystanders on the train did nothing but pull out their phones to film as Ngoy sexually assaulted the stranger shortly after 9.15pm through 9.52pm - when an off-duty transit worker eventually called 911.

Whether the bystanders would be penalized for recording and not intervening has caused friction between local officials after Upper Darby Police Superintendent Timothy Bernhardt said they could face criminal charges.

However, a spokesperson for the Delaware County District Attorney's office told DailyMail.com that the D.A. has no intention of prosecuting witnesses of the crime who could help bring the perpetrator to justice.

Surveillance video, which police have not released, shows him forcing himself on her as she pushed him away multiple times for over 30 minutes, until he is seen ripping off her pants around 9.52pm.

Upper Darby Police Superintendent Timothy Bernhardt said that while there were multiple people on the train, it was ultimately an off-duty SEPTA employee who made the call to 911, which allowed officers to arrest Ngoy.

Police would not disclose exactly how many witnesses were there and how many filmed the scene, but it the train made 27 stops on SEPTA's busiest route in the time Ngoy assaulted the woman.

Meanwhile, a new report revealed that Ngoy, who gave his address as Philadelphia-based homeless shelter the Broad Street Ministry, is a Congolese national present in the US illegally.

He entered the US on a student visa in 2012, but remained after the visa was terminated in 2015 and was protected from deportation by the immigration system despite multiple convictions as recent as this May.

Court records show that Ngoy had multiple arrests dating back to 2015 and two misdemeanor convictions, one for controlled substances and one for sexual abuse.

He pleaded guilty to the sex charge in 2017 in Washington DC and was sentenced to 120 days in jail, and was then placed in immigration detention in January 2018.

Even if none of the passengers was in a position to directly intervene, any one of them had the option of getting off the train at one of the two dozen stops, taking note of the car number, and calling 911 or alerting a station agent (if one was present). Itโ€™s not like the options are intervening at personal risk, filming, or sitting around like a lump.

People are literally having car races, shooting fireworks, lighting fires, riding down the streets on gigantic dirt bikes hitting people and nothing is done. The police have been told to stand down. Gathering here in my hometown of about 100 young black folks. 5 shot,2 dead and nobody saw nuttin. Took the cops 3 fucking years to finally catch the shooter. One of the victims was a 17 year old girl who was graduating with honors and had full scholarships waiting .Wrong place,wrong time. My point is their were dozens of witnesses that knew damn well who the shooter was . People are truly indifferent to human life now. Scary times .

Not really r6. The lawyer prosecuted the men who instigated it. Cheered and clapped and encouraged the rapists to do what they did. It was based on a true case so I guess there is precedent to prosecute people for doing nothing (that's how Seinfeld ended.)

Being harassed sucks. It's terrible. It's annoying. But it's not rape.

And, of course, the idea that a train full of onlookers watching an actual rape for 40 minutes and doing nothing seemed almost unbelievable. Like, was every passenger a raging psychopath? Nope. Turns out the headline was wrong. The onlookers came and went on the train as a dude annoyed a girl.

Then the tragic rape occurred. And within ten minutes the rapist was arrested.
