Calling for help means calling the police, and based on the things we've seen over the last several years, there would be no guarantee that the police wouldn't mishandle the situation or turn deadly force on anyone and everyone on that train car. A black man trying to be a Good Samaritan could be arrested as an accomplice. The police have proven they'll shoot to kill without serious considerations.

Have mental health professionals and social work professionals under the supervision of the Human Services departments, instead of taking orders from the police. That experiment of putting the police in charge has clearly failed.
Give the mental health and social work professionals the autonomy from the police that they need to do their jobs. Those are the funds at issue. Those are the funds that would be removed, along with the services, and reapplied in a more appropriate way.

Even if none of the passengers was in a position to directly intervene, any one of them had the option of getting off the train at one of the two dozen stops, taking note of the car number, and calling 911 or alerting a station agent (if one was present). The police in Philly are no where to be seen thanks to the DA and the mayor’s office. People are literally having car races, shooting fireworks, lighting fires, riding down the streets on gigantic dirt bikes hitting people and nothing is done. The police have been told to stand down. It’s a disaster.

Gathering here in my hometown of about 100 young black folks. 5 shot,2 dead and nobody saw nuttin. Took the cops 3 fucking years to finally catch the shooter. One of the victims was a 17 year old girl who was graduating with honors and had full scholarships waiting .Wrong place,wrong time. My point is their were dozens of witnesses that knew damn well who the shooter was . People are truly indifferent to human life now. Scary times .

Not really r6. The lawyer prosecuted the men who instigated it. Cheered and clapped and encouraged the rapists to do what they did. It was based on a true case so I guess there is precedent to prosecute people for doing nothing (that's how Seinfeld ended.)

Being harassed sucks. It's terrible. It's annoying. But it's not rape.
And, of course, the idea that a train full of onlookers watching an actual rape for 40 minutes and doing nothing seemed almost unbelievable. Like, was every passenger a raging psychopath? Nope. Turns out the headline was wrong. The onlookers came and went on the train as a dude annoyed a girl.
Then the tragic rape occurred. And within ten minutes the rapist was arrested.
