Don't use the herbs, they're probably not good anyway but if there was any moisture in the container they could have tiny bits o' mold.
Don't use the face powder for basically the same reason. The puff is probably crawling with goobers.

OP it's safe, just may be stale or diminished in flavor. Use it in a marinade with soy, citrus, and oil and it'll be fine.

Growing up, we had neighbors who were Italian American who explained to my mom that this was a completely made up spice and got her to throw it out and use only the root spices in combination if needed. Later, when I met Indian people, they explained the same for curry powder. They are invented spices by the Spice Industry and really deserve no place on the rack.
