Can't agree with r69 for the simple reason that WE do not spend millions on housing and outreach. The vast majority of our tax dollars going toward the homeless problem goes toward jails and institutions, and emergency services called to deal with homeless crime and health problems.

We need some kind of solution. In the past all we ended up doing was creating slums like Cabrini Green or Pruitt Igoe which just made things worse. Meanwhile it's not just the homeless suffering but the residents and business owners who have to deal with them because the government won't.
