It rained 23 inches in one day in that city! It's not surprising EVERYTHING flooded like that but in Germany that received no more than 6 inches of rain and MANY towns , cars and people were washed away. The NYC area received up to 5.5 inches of rain 13 days ago but we did NOT experience catastrophic damage. I wonder why those towns in Germany and Belgium were TOTALLY destroyed just from 6 inches of rain.
