It's called 'carding'.
In the 80/90s there used to be several junior British Telecom telephone engineer that were paid to go around Soho and Central London removing them. But the pimps used to put up replacements as soon as the old ones were taken down. I've seen 'Carders' walking around Soho carrying them in their hands back in the 80s and 90s.
They pretty much gave up.

It's legal, but the acts around it (solicitation, pimping, etc) are not.
