This is not particularly shocking. It's just 50-80 year old thinking. In Egypt they did a poll a few years ago and something like 70%-80% of women thought a woman wearing revealing clothing held some responsibility if she was raped. I remember an Iraqi or Syrian immigrant in Europe raped a teenage boy and his defense was that he was having a "Sexual emergency".

Old thinking dies out. 80 years ago nobody probably would have had an issue with an adult fucking a 12 year old anyway.

Latin culture is NOT progressive. News flash, I know.
