B'Tselem labels Israel an 'apartheid regime' for first time
A leading Israeli human rights group has for the first time labelled Israel an “apartheid regime,” sparking a fierce controversy by using a term that Israeli leaders have vehemently rejected.
B’Tselem, a prominent rights organization, said in an explosive report Tuesday that Israel cannot be a democracy while maintaining an occupation in the Palestinian territories.
“It is one regime between the Jordan River and the Mediterranean Sea, and we must look at the full picture and see it for what it is: apartheid,” the group’s executive director, Hagai El-Ad, said in a statement.

Israeli officials contend that these Palestinians don’t fall under their jurisdiction under the terms of the Oslo accords and that it is the job of the Palestinian Authority to procure and distribute vaccines in the occupied territories.

That's the thing isn't it. These ARE their people or they AREN'T. Curiously the various "human rights organizations" never have a word of criticism for the Palestinian kleptocracy's total incompetence and indifference to the needs of "their" people.
