Theory on Why Stimulus Talks Have "Stalled"
It's political theatre. A ploy to drive early voting numbers -- and it worked! Over 50 million votes cast so far, and likely 150 million votes will be cast.
A stimulus bill will pass miraculously just before the election, or just after. In the meantime, Democrats and Republican voters have been galvanized by the lack of stimulus, and the political theatre that has played out before them. Neither side can really be blamed definitively for the lack of a second stimulus bill at this point, but most people will blame a side, and it will be the GOP more than Democrats.
Brilliant, and tragic how our representatives gambled with our lives like this.

If Repubs were going to pass one, they'd have passed it over the summer or in September at the latest. That would have given them the possibility of a bump in good will before early voting began. The fact that they haven't done that indicates that they don't believe stimulus will help them retain power. So yeah, their attitude is pretty much fuck everybody.

We absolutely need to bail out state employee pension programs as part of the stimulus, and Nancy, God Bless Her, won't budge on this issue.
Why can't everyone see the devastating effect of the pandemic on New York, New Jersey, and Illinois' state employee pension systems!

The House passed a stimulus bill in May. The Senate refused to even talk about it until August.

Let's assume that the bill in May did have too much lard (it didn't, but let's say it did for the sake of argument). The Senate could have debated it over the summer and slimmed it down. But they wouldn't even consider the bill.
I think we know where the real blame lies in this situation.

And what a stupid theory. No Republican is motivated to vote so that there will be a stimulus package--they've been told the pandemic is over, there's a vaccine now, schools are safe to be open, and herd mentality (yeah, they don't care what it's called either).

It doesn't matter what Pelosi and Mnuchin agree on. McConnell already has said there will be no bill.
The real theory is that the Republicans see it benefitting the Democrats, and therefore have no interest in it. They believe that the only ones who should benefit from the government's largesse are those who contribute most to the economy (in their twisted view of reality): i.e., the wealthy and the corporations.
