It's mostly known by Ethel Waters but has been recorded by Ella, Peggy Lee and sung by Garland, among many others. They customized the lyrics for Biden. Cher sounds very strong indeed, but she's using a pro tools mike (auto tune) to compress and amplify her vocal. Still a very impressive performance. Her voice is so rich and powerful.
