Miley Cyrus is really talented as a singer. She made the song more rock-flavored. Blondie's was more new wave / electronic. Both versions are good.
That's not an easy song to sing, but MC pulled it off.

The Glam Rock outfit and hairstyle are 1970s but definitely not Debbie Harry.
Associated acts like Lou Reed, Bowie, and Iggy Pop were Glam, but Debbie Harry and Blondie were always pure Mod. Harry was also inspired by film actresses of the 1950s, from Tuesday Weld to Marylin Monroe, and other blonde bombshells. Her look was playful, yet somehow a little dark and dangerous.
If Miley had gone down the 1950s actress route she would have looked like she was imittating Madonna as Breathless Mahoney.

The girl can sing, I will give her that. She needs a good producer that will add some nuance to the song. Miley approaches a song only one way, it is possible change up a song within the song. That adds interest and gives a performance more interest upon repeated listens. Changing gears she needs a stylist, girl put on some clothes. I don't want to see her tits every time she sings. A little class goes a long way.
