The Lebanese Interior Minister has said that ammonium nitrate was stored in the port, which is what caused the explosion, local media reported.
This is used in agricultural fertilizer but is easily co-opted to make explosive devices, such as that used in the Oklahoma City bombings.

Looks very similar to the explosion in port city of Tianjin, China in 2015. 173 people were killed. Ammonium nitrate was also the cause.
Water being used to put out the nitrate fire came in contact with another chemical, calcium carbide. This released high flammable gas into the air, causing a second earth rocking blast.

But I know sensible governments, armies and navies store their bombs and hazardous materials a good distance AWAY from civilian housing.
I live a few miles from a naval depot and I know that any visiting ship carrying armaments must unload them and have them stored away in a safe enclosed area a further few miles away tor the duration of their visit.
