By the time they registered what they were seeing it would be too late. Also, there was an initial plume of grey/white smoke which would indicate a 'conventional' explosion.

It's obvious from the videos, the people filming thought they were just filming a big fire. They had no idea it was about to explode like that.

The scale of the destruction caused by the explosion is horrific. Beirut is a relatively small city so this destruction will have a massive impact.

You can also clearly see what seem to be fireworks or something like that going off right before the big explosion, in R23's 'What the fuck?' video.
