Right now, they still have HRH; they simply cannot use it in front of their duke and duchess titles.

I doubt that there would be any stripping of HRH, just a continued request that the title HRH not be used, as is currently the case. The palace will play the longer game to when Harry and Meghan divorce, thereby allowing Harry to easily return to full working Royal status with all original titles intact, while Meghan's right to titles will dissolve along with the marriage.

The Queen won't strip their titles, as much as the populace would like her to strip them. The Harkles have shown that they value their titles as potential money-spinners, so I'd imagine that the Queen views their titles as something to dangle over their heads in an attempt (perhaps misguided and pointless) to retain leverage over them. Charles won't strip them because he can't be bothered and never wants to be the 'bad guy', and Wills will want leverage over them once he pulls their Duchy funding, so he won't strip their titles either.

More generally speaking, Harry will always be an HRH and no one will ever strip him of that in any permanent sense because it entitles him to state-funded security. She is American and so is merely styled 'HRH', and styled 'Duchess' as his wife. If she were British she would have both those titles outright.

When they divorce, he will keep the HRH and she will lose the style of HRH. He will keep the Dukedom and she will be allowed to style herself 'Meghan, Duchess of Sussex' as opposed to Harry's next wife who will be THE Duchess of Sussex. Americans won't know the difference so Meghan won't care, but in Britain that difference means something more significant.
