What are Biden's best attack lines going to be in the debates?
Consider the past 4 years and the immense number of scandals. Hillary's poised stoicism and rhetorical clobbering had no effect on the pea-brained red and purple state voter. We know that's because she's a woman. Joe will still need to be as succinct with a more receptive audience and will have 4 years of material to work with. Of course this accountability dialogue will not be framed as the "Vote for me because I'm not Trump," criticism levied at Clinton.
What should his message be and how many of Trump's earlier gaffes and outrages should be recalled? I'm assuming pinning the 100k+ deaths squarely on Trump will be his prima materia, but he can't rest his argument on one thing the media talking heads will go back and forth on.
What are the top 5 or 10 things Joe should hone in at every given opportunity?

No debates sounds likely. But that could work in Biden's favor. The Bloomberg camp should not only contribute financially, but also with the talent that served up those slippery campaign spots. They have already shown that they can play in Trumps playpen. If they can get the message to the Rust Belt, then the Democrats will have a chance to restore order.
This group will not go quietly. If the cozenors are thrown out of the White House, the reaction from their drones will be fierce, instant and possibly violent. That will be the pivotal moment when we will see if the new leadership has been paying attention the last four years. The landscape has changed and the people that razed it will be getting back in line for seconds.

I'd like to see who Biden will appoint as economic adviser front and center, a solid plan for business stimulus, and exactly how much money taxpayers are going to get. I don't think he'll debate Biden. He has nothing to gain by being in the same room with Biden, and all he will do is yell "fake news" or "that's a nasty question" and "Obamagate!!" But overall, won't do him any good to debate Biden, especially when he'll be called out on his record, which, he'll dismiss and say "no one blames me" and "I don't take any responsibility".

Of course Trump will want to “debate”. His concept of a debate is a bully pulpit. He’ll ignore the question, go on a rant, lie, a regular Gish Gallop. That’s what he’s always done. Reporters live tweeting at his rallies couldn’t keep up with the fact checking, why would you think Biden could?
I sincerely hope Biden’s team can come up with an effective way to counter that. Hillary was stymied, I agree. She couldn’t risk being strident and ball-busting. But Biden’s whole rep is being a genial guy. So yes, he could take the Reagan “there you go again” approach, and then segue to something positive. He has to look statesmanlike.
One advantage Biden will have, there will probably not be a studio audience, or a very limited one. Trump needs to feed off a crowd.

Biden's strength is his Jimmy Stewart vibe
So his empathy is what will stand in marked contrast with Trump. Biden actually cares about people and feels their pain--he's had plenty of pain in his own life. People believe he wants to help them, whereas nothing about Trump reads empathy.
He can also pull the outraged Jimmy Stewart "What sort of a leader says he takes no responsibility for the pandemic? That's just not what an American president does Mr. Trump!" and other lines to emphasize that Trump is a New York celebrity, not a red blooded American like Joe.

By any reasonable metric, Hilary DID run circles around him. She knew her stuff and she made her points. And it didn’t matter. Trump's troglodytic base LOVED his looming, stalking schtick; that was all that registered for them.
