I know the govt is paying for testing. But if you test positive, will the govt pay if you have to go and stay in hospital for treatment? (If the govt is paying, that may be something of a windfall for the insurance companies.)

No they are not.
Multiple states opened their ACA/"Obamacare" health insurance exchanges to allow people to sign up in case they get sick. The states wouldn't have done that if the Feds are picking up the tab. Most states rely on the federal exchange, which has NOT reopened ... yet. I work in the industry and I hear they are working on it.
