I live in the Philly burbs. The yard has gone to shit and is a mass of mud every time it rains.
When do I plant grass seed? What will grow fast?

Go to a local nursery. They should know what the ground temperature is. Usually around Mother's Day is a good rule of thumb for planting anything. The danger of a late frost is gone by then. It sounds like you might have a lot of shade. If that's the case, you might better off planting a shade garden. We had the same problem, and after about five years, gave up on the grass entirely and just planted a garden. No more mud.

Funny, I just had someone come in to give me a quote for replacing my grass with gravel.
It's a very small garden. I thought the grass gave it a country cottage look ( I'm in London) - but it's too much of a drag to keep up.
(The guy was rather rude and bossy - so won't be using him).

The seed mix will say the daily temperature required for germination, and then ask at your garden centre the recommendation - they will know the local weather.

Also way way way way overseed... birds love grass seed.
