It was up to Joe to run or not and he chose to not run because of the recent death of his son R3.

He was on the fence, but leaning toward running. His son had nothing to do with the decision. Beau said on his deathbed that he wanted his father to run so if anything that would’ve served as a rallying cry.

Joe could’ve been convinced to do it for the good of the country. He’s a patriot. Barack didn’t want him to run and even (ghoulishly) used the death of Beau to discourage Joe on some “You’re not emotionally ready” bullshit so the road could be paved for his old pal Hillary, who Barack swore was such a strong candidate.

Well she actually was a strong candidate. No one counted on all the horseshit run by the Rethugs and their lackeys over in Moscow (or is it the other way round?).
