I imagine Rikers would be a good deterrent to prevent crime. Hopefully the new jails won't be other than unpleasant.

He is, in fact, a corrupt plutocrat who is using this jail plan as an excuse to give his real estate donors money to build new jails while only pretending to close rikers (which can be overturned by the next mayor).
