OP, I have traveled in India and encountered similar attitudes. If you are discreet, you are unlikely to get them in trouble.
The Grindr suggestion for connecting with these hotel workers is a lousy one; I suspect many of them are not connected in that way.
Everyone is different. If these hotel employees appear to be unusually friendly, there are several possible explanations.
1) In that part of the world, low-wage workers are by culture and by job training much more deferential to hotel guests than their counterparts in the US would be. Their friendly attitudes may be no more than a representation of that deference to you.
2) They are, in fact, very interested in having sex with you and live in circumstances (very conservative family, no privacy at home, etc.) where sex with men is otherwise unavailable. If this is the case, beyond their overt friendliness, of course you are the one who will have to make the first real move. They will be much more fearful of offending you then you will be of causing a problem for them. Further, if they are motivated by attraction to you, they may not have an ulterior motive.
3) They are both horny and looking to supplement their meager incomes. Feel free to indulge, And then give them some cash in consideration of the time they have spent with you.
4) I was surprised to find a number of men I met in India, poorer men, did not necessarily want money from me, but they coveted articles of clothing they noticed in my room. A sweater, a pair of shoes. Honestly, I wasn’t that attached to anything in my suitcase and I was happy to travel home lighter.
A few other notes...
I would never say such activity is absolutely risk-free, but I sincerely believe the risk is minimal. People with the kinds of jobs you were talking about really depend on those jobs for survival and would not want to do anything to jeopardize their livelihood.
In my experience having sex with men in India, I found it fairly common that in the middle of sex, men would shout out I love you I love you I love you. It’s something I have almost never experienced with an American man. Don’t attribute too much meaning to such utterances.
I’m well aware that many on DL have quite retrograde notions about India and Indians. My experience in India - and I was there for three months - was amazing. I found the men beautiful and the country fascinating. I hope to return.
