I was at Harvard Yard the other day and all these incoming little freshman were moving into the dorms... so excited and hopeful.... to think in twenty/thirty years some of them will be nasty, awful people like Tom, whom it would have been better if they had never been born.

R21 is talking about a remainder trust which is a vehicle for giving to a charity (including Harvard). Not all gifts to Harvard or any other school or charity are remainder trusts.
It's a great way to give money- legacy gifts they are called. The charity eventually gets the principle but while the giver is alive, they receive the income generated by the principle.

Lot's of really nasty people went to Harvard College, Harvard Law School, Harvard Business School, the Kennedy School of Government and other divisions. The biggest qualification is legacy (family members preceded them) and being wealthy. Cotton probably got help from geography, there's not a huge pool of applications from states like Arkansas.

I think they were probably already pretty horrible when they arrived, OP.
The good thing about a top school is that, with luck, the academic experience and the mix of different people leads you to questions your own assumptions. This happens. The bad thing is that a chip on your shoulder can get embedded there and the prestige of the environment can go to one's head. This also happens.
I think I was a fairly unthinking young (not particularly political) conservative when I went to school (non Ivy, but a top-30 US undergrad) and was able to really get interested in new ideas and new people. But I know some of my classmates either froze up at the thought of associating with The Other or sank into snobbery (the school has a glamorous reputation).
That said, I can't think of anyone really heinous who went to my school.
