Those are professional lifeguards, OP, and they always wear boardshorts.
It's the volunteer lifeguards (surf lifesaving club members) who wear speedos and compete in competitions.

On the tv show there are a couple of the guys who regularly wear speedos. But yes most of them wear board shorts.
