There never seems to be enough truth in these STI stories. STI rates are increasing, but are still below pre-1990 rates, and well below the rates in the 1940s-1970s. For some reason, the OP's link won't go to the story, only to the video. The story has good explanatory details.
It's a tired fact of epidemiology that an emerging infection like syphilis, will start out small in an area, then suddenly take off as more people acquire it. That's the nature of infectious disease.
The key to dealing with this reality is effective public health, prevention, treatment, vaccination, etc. And there's the problem. Trump has been quietly cutting public health resources. My local HIV clinic has had to start charging for testing and for some STI treatment, because funding is gone. This means people with limited money will not get tested or treated.
No doubt the lack of sexual health resources is greater in rural and conservative areas. Meth use is also a contributing factor. Don't forget Indiana's/Pence's fiasco with explosions of rural rates of HIV infection from IV drug users before the CDC got involved. Denial doesn't make the problem go away; it only gets worse.
