I think it's pretty clear who 'Tiny' is.
'Short' is Mr Sebastian Kurz (in German "kurz" = short), Austrian chancellor, paying a visit to President Plump and sucking up to him. Don't fall for the 'shopped pics of him, Mr Short has got not so short ears, resulting in his Plump-like hairdo. His YUGE ears are the reason why he's being referred to as Dumbo.
