His creator is from Canterbury. I always pictured him with a posh London accent.

According to the Wikipedia article on Rupert Bear, Alfred Bestall who drew and wrote it from 1935 to 1974 based the scenery on the Vale of Clwyd in North Wales, the Sussex Weald and East Devon.

That's an interesting question because I would say that Kent and Sussex sound most logical.
The only fly in the ointment is Rupert's trousers or trews. Those are MacLeod tartan from the isle of Lewis on the Outer Hebrides of Scotland.

Well McCartney live in Rye, so the Sussex connection sounds correct then.
