It is presented to the songwriters who have composed the best original song written specifically for a film. The performers of a song are not credited with the Academy Award unless they contributed either to music, lyrics or both in their own right.

It may not be written for the movie but Whitney Houston's rendition of the song is completely different and was composed exclusively for the movie. Bodyguard, the movie is famous for that song alone. Academy is dumb.

It's more than just the lyrics. The melody is the same as well. They may sing it differently, but... well, that's exactly what a fucking cover is. It's like "Hallelujah". Leonard Cohen, Jeff Buckley, and Rufus Wainwright all sang the same song in their own ways, but it doesn't make Buckley or Wainwright's take any less of a cover.
