So how does the Mueller report get out. The rules a re that he finishes his investigation and he makes a written report to Rosenstein or the AG if it isn't Sessions. It is then up to the Justice Department to decide whether to make it public. But don't they have to report to Congress too? Reporting to Congress would be best, if that's part of the rules. Because if they refuse to make it public, and they send it to Congress it is bound to leak. That's where all the leaks come from. Congressional staff.

It's an open question in this case, though, R283, because any indictments would be against Trump and those in his campaign. Technically, Trump is not up for election this year, so no rule would be broken if Mueller were to issue any additional indictments. Frankly, though, I doubt he will.
