CIA versus the FBI

What's the difference?

I always confuse the two, and I don't have a clue what each one does.

Does anyone have a simple answer?

I could be wrong but -

CIA operates outside the US and FBI operates inside the US.

R1 is correct. CIA is foreign, FBI is domestic. There is some overlap with the FBI counter Intelligence arm but that's mostly how it works. The agencies used to not talk to one another, but now they all share information thanks to Obama. Oh, wait. Don't tell Turmp. He might go after the Intel guys....

The FBI is the highest level federal law enforcement agency. It has no jurisdiction outside of the US.

The CIA is one of several intelligence gathering organizations. It is prohibited from collecting intelligence domestically, but can do so on anybody anywhere outside the US, including US citizens.

There has always been a fear that the CIA, which has very little oversight or accountability because it’s top secret, would be misused if it was allowed to operate in the US. That fear is probably well-founded.

The domestic/foreign distinction is true as far as it goes, but they actually have different missions. FBI is a police force focused on investigating and persuing criminals. The CIA is a bunch of spies. There is some overlap when it comes to foreign spies. Combatting them inside the US is an FBI gig. Outside the US, it is CIA. Also, foreign terrorists. The FBI does operate abroad at the invitation of local authorities.

Our founders were very conscious about the abuses of power. I think the FBI has some very strict rules about what constitutes a federal crime and how they get involved with and interact with local law enforcement.

The FBI investigates FEDERAL crimes. Local or state police, or state bureaus of investigation, look into state crimes.
