Haitians had "temporary protected status" so OF COURSE they were allowed to stay by the government.

R1, did you read further? There's only a few dozen Haitians on these visas, so it's probably something like 15-20 people total who overstay.

I'd bet it's always technically a 40% figure because the entire group is so small in the first place.
