It depends on the terms of the contract. If they have violated the terms, then it's easy. If they haven't, then you may have to pay a penalty to terminate the contract.

All contractors are like that. They do the bulk of the work and get most of the payment and then start work on other jobs and drag out the last bit of your project in hopes that you’ll just give up and fuck off. It usually takes as long or longer to get the last 10% of work finished as it did for the first 90%.

Stop paying him if you haven’t already and look for someone else to finish. If he has received the full payment just keep hounding him to finish.
