Evil business mogul Max Shrek is the GOP and Donald Trump is the Penguin. Initially, Penguin blackmails Shrek into helping him. Shrek is resentful at first, but complies. Shrek soon gets an idea that he can use the Penguin to his advantage. Penguin is a mentally unstable criminal, but he captures the intrigue of Gothum's citizens. Since Penguin can be easily manipulated with no more effort than a simple stroking of his ego, Shrek seeks to position the Penguin into the Office of the Mayor. With Penguin in power, Shrek can essentially get whatever agenda he wants accomplished, no matter how nefarious or corrupt, while keeping his own hands clean. Penguin would never last as the mayor. His mental illness and impulsiveness combined with the kinds of things Shrek would manipulate him into doing would all but doom his political career, if not land him in prison. But before that would happen, Shrek would get whatever he wanted without having to face any of the repercussions of Penguin's inevitable fall.
Donald Trump's Presidency is a plot from Batman Returns.

Max Schreck can either stand for the GOP or the media that promoted and covered the heck out of Trump's antics. However in the movie Batmal prevents the Peguin from becoming mayor of Gotham City (and Max Schreck just abandons the Penguin after that).
