It's called an undercut and was popularized by young factory workers and street gangs in Great Britain at the turn of the century. It was later popular among Nazi military officers. It has nothing to do with Hitler youth although I suppose obese basement dwellers can be forgiven their ignorance.

I wore the Tin Tin cut and always got compliments on it.
Recently I went to a new (gay) male stylist, and he gave me a different flattering cut and also slightly lightened my hair color.
Many more compliments.
It takes a good stylist to make you look good, and it takes awhile to find a good stylist.

R21 this is not high n tight. On that haircut the top is much shorter. Marines are not shaving the sides of their heads and leaving it significantly long on top.
