I have a niece who shows promise as an actress. What are some good live-in programs in the US for this sort of thing?

If she wants any success in the industry, the best thing for her to do is have her mom quit her job, move to Hollywood, homeschool her at night and have her go to auditions all day.

She'll have an Oscar by the time she's 22.

SAdly, R1 is correct. If she wants to make it big in Hollywood, she needs to get a good agent while she's still high school age. Hollywood thinks that actors who get real training are too old to rate any interest.

And that's why I wouldn't advise anyone I liked to become an actor.
