Not only was she abused, but also neglected. Her abuse taught her the best way to get attention or acceptance or love, was through sexuality. If it was indeed her dad, pedophiles have age preferences, and when their victims age out, they lose interest. I can't say it was her dad for sure (could have been another relative), but he definitely neglected her along the way.
I remember a girl when I was around 11 who flipped on her back and said something like "I'm always on my back". I can only imagine what she turned into later. Everyone looked at her, stunned. 11yos shouldn't have that much experience.
You should take her aside and let her know there are reasons most don't talk about the tightness of their sexual organs: because it's inappropriate, makes people uncomfortable, and also tells the whole world she's been abused, as abuse victims typically have boundary issues. Her boundary lapses will cause her big life problems. You'd be doing her a big favor by saying these hard things. She at least gets a chance to look at herself.
