"Liquid Sky" is the most unintentionally funny bad film ever. On a par with Mommie Dearest, but with extreme 1980's flair.

Anything colorful, visual, musical and/or fantastical, but without too much sadness or dialogue.
Conversely, horror movies, unless you're prone to anxiety and paranoia from THC (it happens, especially from certain batches).
Comedies, of course. But nothing too intellectual. You'll miss half of it and wind up rewinding to catch something, then you'll drop the remote or hit the menu button and wind up at the beginning of the movie and too stoned to fast forward or care anymore (this also happens).
Also old movies of any sort. Turn down the volume if you like, because these also make cool background wall paper for when you're doing other fun stoner things, like eating, listening to music, masturbating/having sex, blurting out non sequiturs about stupid shit to anyone who will listen (or no one, if you live alone), or just spacing out in between all of the above.

There are some really great suggestions here, thanks everyone! I'll throw my own suggestion in- I watched a documentary a couple of weeks ago on PBS called "Lord of the Gourds". I was stoned out of my gourd (ha) and it was unreal. Think Best in Show meets giant pumpkins. I almost thought it was a mocumentary.

My two favorite stoner movies are Fast, Loose, & Out of Control -- a documentary about a lion tamer, a topiarist, robots, and mole rats; and the king of all bizarro stoner mind fuck movies: Phantoms of the Phantasm -- really beyond description, unlike anything I've ever seen, I've watched it many times & always see something new.

The ITV Christmas Pantos written by Simon Nye are particularly hilarious when viewed while high.
There are four, based on children's stories but told with adult innuendo, they are Cinderella, Aladdin, Dick Whittington and this link which goes to Jack and the Beanstalk.
Jack's mother is played in drag by Adrian Edmondson, real-life husband of DL favorite, Jennifer Saunders.
