That won't stop them R3. In the 1980's a Mormon U.S. attorney in Utah drove all the porn palaces out of business by harrassment, knowing it was illegal but that the legal fees and business interruption would make it impossible for adult businesses to continue.

In the video clip, he said that it would be a filter that parents could turn on, not a filter that would automatically be on for everyone. That could be achieved just by requiring a pre-load of one of the internet nanny programs for parents to use. You had me worried with that headline.

To be fair, that's also how Mayor Daley (the elder) drove adult bookstores, massage parlors, and the like out of Chicago in the 60's and 70's.
Constant harassment by the building inspectors, the fire marshal, and a traffic cop out front ticketing all the customers was standard operating procedure.

Yup, and the Cinestage (fond memories!) was right there in the Loop, a stone's throw from City Hall, showing XXX 24/7. There was also a couple of adult bookstores Near North that seemed to operate openly.
In the early 80's there was rather elaborate brothel that specialized in S&M with dungeons and the works that was owned and operated by one of the very top officers in the police force, so maybe it would be more accurate to say Daley used those tactics against the ones who didn't pay off or weren't owned by friends of the mayor?
