It will take upwards of $2.5 million to turn the lights back on. But how long will that last before the copper wires are stolen again.

Why bother? Anyone driving into Skid Row L.A. deserves to go there in the dark. If they're lucky, they'll drive off the side of the bridge before getting to their final destination.
