If he took photos of patients under sedation for no medical purpose but just for his own jollies he is absolutely violating HIPAA and is definitely violating it by showing photos of a patient to others in a party setting (or any setting where they are not needed medically to see it or treating the patient). He should owe major fines personally, and I'm sure his hospital is being slapped with a huge HIPAA fine as well.
