If there are no open sores, try applying some calamine - the no-rub kind in the aerosol spray can. The generic brand at Target is under $6.

2. Apply Neosporin. Reapply. Reapply. If it doesn't improve, cut the arm off.

I think something bit me. There's really nothing to see except for a few red spots under the skin. I put some calamine lotion on it. If that doesn't help, I'll try the amputation.

Have you tried anti-itch medication, like Cortizone 10?
Possible ringworm infection.
Use an anti-fungal, like Tinactin, and see if that helps.
