The "New" President of Ecuador is Harvard graduate and studied at the Kennedy School of Public Policy. Unlike his forbears, he has stood up to the Cartels in his Country, which experienced a later infiltration and Exploitation of the Drug industry than it's far better prepared and militarily supported neighbor, Colombia. (Who received SERIOUS $$$ and Military resources from the U.S.)
He is the first President there in a LONG time ( like decades) to outwardly declare war on criminal agency, in a Country that is so corrupt the imprisoned drug lords, live like mini-monarchs from state provided institutions, so far penetrating is their reach.
For this he has incurred serious risk, but nonetheless after the horrible siege in Guayaquil of TV studio a couple of months ago, not only did he respond in force but authorized their military to take over national law enforcement. The coordinated force led to the successful freeing of all hostages ( live) , the death of several terrorists and imprisonment for the rest.
Although the President is a complete new-comer to his Position, he has worked at record pace to engage, solicit, and accept all manner of international support- including vital infrastructures needs that will allow for a New Federal prison system, such as was built in Central America to combat and incarcerate burgeoning massive drug gangs which have taken over so quickly. ( Note the infiltrating Drug Gangs there have not been limited to regional actors from Columbia, and Bolivia but increasingly European elements such as Albanians and Russian Cartels. He has accepted military aid in the form of arms and troops from a broad range of South American Governments.
In the interim, he formally informed the Country of Colombia, that as Ecuador had been capturing and imprisoning many Narcos from it's neighbor, it mean no longer put forward the means to provide the economic resources needed to incarcerate them. Instead the Colombian President was informed that systematically Colombian prisoners would be removed from Ecuador's institutions, shipped to Colombia's borders, and "released" for Colombia to sort out as their problem. Finally, the task of dismantling the native Drug Lord's fiefdoms in the Ecuadorian penal system, has begun by a simpler method: the Military has started to assume incarceration responsibility by housing them in Military stockades. Some suspension of Civil Liberties may have taken place as the new guests become aquatinted with military law and confinement.
