Aside from being a political payoff, the people who are made ambassador to France are usually those who can afford what comes with the job, which is lavish entertainment beyond the bounds of what government provides. Pamela could do that. Rarely is the senior career officer at the State Department selected for that position, although through seniority he or she should be at the top of the list.

I just finished reading "The Georgetown Ladies'' Social Club" by C. David Heymann (bought used on Amazon). Pamela is one of the ''ladies'' profiled in the book. She was born Pamela Digby at Minterne Magna in Dorset England, the country estate of her father, the very wealthy Lord Digby. She grew up very rich and pampered. There''s lots of dish in the book about her love life with several people calling her basically a whore. She managed to overcome that reputation and be named ambassador to France as a result of raising so much money for the Democrats. She was fluent in French and the French loved her. And her step children detested her.
Harriman''s heirs were her son, Winston Churchill, and his first wife.
If I remember correctly, Pamela herself didn''t die penniless-the Harriman daughters ended up broke, however. She also had a lover in France who was half her age at the time of her death.
I'm a Harriman, grew up in Idaho listening to family stories about Avrille. I was definitely not born into money. Would have been nice though!
