I don't know the first movies with full frontal nudity. Of the more recent films, Jason Segel in Forgetting Sarah Marshall comes to mind. I've never seen The Harrad Experiment from the '70s but there was male nudity in that. Pasolini's Salo had nudity and debauchery.

In the original version of The Stepfather from 1987, during the opening scene where Terry O'Quinn is about to step into the shower, you can catch a brief glimpse of his dick in the mirror.
Bruce Willis's dick makes a few brief appearances in Color Of Night. Dumb movie, but some great sex scenes in it.

I remember much discussion of the nudity and debauchery in "Caligula." I was a kid but definitely interested in seeing some naked men.
Also Sylvester Stallone's early "porn" film getting re-released after his rise to fame in the 80s. I was never a fan but was VERY interested in seeing Rambo's bone. So disappointing when I finally did.

I believe the earliest instance of full frontal male nudity was in Haskell Wexler's Medium Cool in 1969.
It was quick, but it was there.
I can remember freeze framing a VHS of All the Right Moves in 1984 to see Tom Cruise's dick.

1943(!): Miss Patsy Kelly's tallywhacker is clearly visible for 3 or 4 seconds in the notorious "Go Golly, Gumdrop Gerty" scene in MY SON, THE HERO.
After a brief run and (understandable) public outcry, the film was pulled and recut with Patsy's "dignity" restored and poor ol' Gerty Rosenthal's gumdrop was left on the cutting room floor.
A surviving intact print was discovered in Malmo, Sweden in 2007.
I have 2 super grainy stills I picked up at a memorabilia/ephemera show last year. :)

I enjoyed watching a naked David Naughton in An American Werewolf in London 1981, eg. when he wakes up in the zoo enclosure and when he tries to convince the boy to give him his balloon.
I thought William Hurt was completely naked at the end of Altered States. I haven't watched the movie for a very long time.
