Nobody needs to clear their cache, OP. This isn't 1998. People have smartphones, tablets, iPod touches, kindles, desktops and laptops. They can access the internet on these devices and each one has a different ISP.

If they live with someone else, they have access to their devices, too. I have 2 iPhones, a desktop and a tablet. That's 4 devices right there. My husband has a desktop, an iPhone and a tablet. If I were a troll, I could use 7 different ISPs without much trouble at all. Hell, I could grab my son's iPod Touch (which he never uses anymore) and use his desktop and Airbook while he's in school if I were a true loon, and that would being me up to 10 devices.

People keep their old smartphones after they upgrade. Someone could have 3 or 4 phones working off their wifi. You don't even need to download anything to hide behind if you've got multiple devices. The webmaster isn't a Time Lord. He can't keep up with all those ISPs.
